Grab Network Files With WiFile
Hands High Software has released WiFile. The application allows Palm OS devices with a internet connection access files and folders shared on other computers.
With WiFile users can directly access Applications, databases, Word documents, Excel spreadsheets, PowerPoint presentations, MP3 music files, JPEG pictures, and more, all located on their personal computers or corporate servers.
It uses the SMB/CIFS networking standard to directly connect to Windows/Mac/Linux shared directories. The SMB/CIFS protocol, is the standard file sharing protocol for Windows computers. Macintosh OS X computers require that Windows Sharing be turned on in the System Preferences. Unix computers must have Samba software installed.
The software is compatible with all Palm OS 4 and 5 devices and works with VPN software for corporate security. There is a free trial available, the software costs $29.95 to register [Buy].

The IT guy likely faces shrinking budgets and will think twice about paying $30 for each Palm that's out there in the field.
No, more likely, the IT guy won't buy it or use the free thing because he is concerned about security and support. Mounting SMB volumes from a Palm gives your Palm users opportunities to screw up really badly.

I suppose that's why Apache, another free piece of software, has the majority of the server market.

Apache does file sharing? I thought it was a web server.

why ? it's simple, HHS bought SMBmate and rewamped it into its own really expensive software.
